During the development of MS Chat 2.1 and 2.5, Steve Howland and Phoenix-Online founder Francine St Jean had the opportunity to run beta builds of MS Chat and the Chat Character Editor, providing valuable input to future upgrades.

Until recently, Steve operated "The Comic Chat Help Site" on the Tripod Server. Prior to that, he was the founder of the "Unofficial MS Chat Add-On Site", which was the FIRST site to offer color characters to Microsoft Chat users.

In addition to his website duties, Steve was awarded the prestigious "Microsoft MVP" (Most Valuable Professional). He has helped thousands of users by his contributions to Microsoft Chat Newsgroups and Community Chat Forums.
Although suspending his website efforts, Steve has continued to help users in the "Microsoft Public Newsgroups".
